Educationists COUNTERFEITERS? NEED MONITORING?

My son has completed 3 years diploma in hotel management from   board of tech. education LUCKNOW[Meerut] Iwas assured[at the time of admission]that this  course is  equivalent to  graduation level . Ironically all instt+board+universities marketing at meerut are not ready to  treat it graduation even for studies  of  post graduation  like MBA etc. such institutions are selling degrees+certificates at desired cost.can I call suchCF YES THEN THEY NEED MONITORING.There are many such institutions which are  minting money with the blessings of respected all around.they do not  have  sufficient faculty members to conduct regular classes even.Apart from the fee structure unlimited penalties are imposed without giving any receipt.I again repeat that do such institutions need any monitoring?If yes Then BY WHO?
